Natural hazards and manmade accidents call for enhancing resilience to disasters as a fundamental prerequisite for sustainable development.

In a complex and interconnected world, in which uncertainty and surprises are the new normal, the capacity to face the changes and disruptions is becoming central. This challenge can be faced through the adoption of an intersectoral safety approach based on evaluation, anticipation and adaptation capabilities.

The RESILIENHANCE program launches an expert platform to explore effective ways and means for strengthening territorial resilience to adverse events and critical situations in the context of complexity and systemic risk.

The enhancement of resilience and safety allows societies to build a sustainable development characterized by a greater capacity to act proactively and to prevent and address future risks and crises.

To contribute actively to this process, the Friuli Venezia Giulia Region, the Central European Initiative and the UNESCO Chair on Intersectoral Safety for Disaster Risk Reduction and Resilience of the University of Udine are promoting the Resilienhance program. The program foresees the implementation of a series of activities aiming to link diverse viewpoints, expertise, and knowledges of experts in different disciplines contributing to resilience.

The resilienhance Platform  provides a space that facilitates interdisciplinary and intersectoral exchanges on the different aspects concerning resilience to disasters.

The platform fosters experts in discussing and proposing recommendations aiming at supporting risk-informed and resilient sustainable development.

The Platform focuses mainly on the resilience to disaster risk, as central driver in managing the challenges posed by systemic risk, climate change, natural hazards, man-made threats, COVID-19 pandemic, and also by the increased complexity and uncertainty that will characterize the future. Thinking and acting proactively for reducing risks and for increasing the capacity to face and cope surprises and unprecedented situations is one of the main challenges in building an effective resilience enhancement. The activities of the platform will provide an interdisciplinary and intersectoral contribution in this direction.

The Platform acts as a knowledge-sharing and knowledge-bridging tool. It operates with networks among scientists, policy-makers, and experts from CEI's Member States, United Nations and European, and regional and local institutions.

First field trip of the ResiliEnhace Platform

Building on the momentum of the 2022 ResiliEnhance launch event, we are planning to continue the collaborative research approach at the base of the ResiliEnhance Platform, through retrospective post-event analyses of real disaster governance case studies using an evidence-based approach.

From November 6 to 7, the first field trip of the ResiliEnhance Platform in the Friuli area will focus on the case study of the reconstruction after the 1976 earthquake. Experts will analyze past disaster governance cases using a retrospective post-event evidence-based approach, to develop a comprehensive framework on enhancing resilience to disasters for sustainable development. A final debriefing and greetings from authorities will conclude the event.

The field trip, with its headquarters situated at the CISM, will encompass the area that was impacted by the Friuli Earthquake in 1976. The participants of the ResiliEnhance platform will analyse real-life disaster governance cases following four narratives, namely:

  1. THE MEMORY: history of an earthquake and its people
  2. USING THE PAST FOR THE PREPAREDNESS: a training and experimentation camp
  3. COMMUNITY-BASED APPROACH: urban choices for the reconstruction
  4. ORGANIZATION FOR RESPONSE: the Regional Civil Protection structure and functions

Launch event of the Resilienhace Platform

Project Co-financed under Friuli Venezia Giulia Regional funds (L.R18/2011) - CEI-FVG operative programme 756/2021

The launching event of the Resilienhance program will be held in Udine on 24 and 25 October 2022 in the form of networking and experience sharing event (RESILabex workshop).

The main objective of this workshop is to elaborate expert recommendations for strengthening territorial resilience to adverse events and critical situations in the context of complexity and systemic risk. The goal is to create a regional platform aiming to enhance resilience for supporting the achievement of the 2030 Global Agenda.

The workshop will be hosted by the International Centre for Mechanical Sciences (CISM).
